Procurement and Government Contracts

Leahy & DeSmet, LLC has unique experience and insight into federal, state and local procurement processes, as well as a winning record handling procurement protests and debarment cases.  Recently Leahy & DeSmet won an appeal on behalf of PSI Services, Inc. before the Maryland Board of Contract Appeals challenging the State’s negotiated bid contract award.  Recently, we successfully represented PSI Services, Inc. in a multi-million dollar bid protest.  According to Tadas Dabsys, Vice President of PSI Services, Inc., "Andrea and Steve are the most knowledgeable and thorough attorneys I have worked with in nearly 20 years in the industry.  Their level of preparation was the key to winning the protest."  While at Whiteford Taylor and Preston, Andrea successfully defended a large asbestos and lead abatement company in a federal debarment proceeding.

As Chief Counsel and Director of the Governor’s Office of Regulatory Affairs, Ms. Leahy-Fucheck initiated and managed numerous initiatives to streamline the regulatory process, including the Governor’s Task Force on Procurement which issued its final report in 1996.  At the federal level, Andrea became intimately familiar with the federal regulatory process through her representation of numerous federal agencies as an Assistant United States Attorney in the civil division of the United States Attorney’s Office for the District of Maryland.    Finally, as Lead Counsel to the Prince George’s County Department of Environmental Resources, Andrea reviewed countless government contracts and participated on many County Proposal Analysis groups.
